It is not possible to bypass the icloud lock. This was a feature implemented by Apple to prevent theft of devices. The only way to get the device working again is to ask the ebay store to supply to password for the icloud account then login as that icloud user and delete the account from the iphone.
Given you purchased the phone from ebay if the seller is unable to provide you with the password you would be able to initiate a dispute with ebay as the seller should have included the disclosure stating the phone was locked in the sale description.

like i said b4,take it to the former owner and have him take the lock off or take it to an apple store,if it is stolen,throw it in a mail box
