First turn off water to faucet. There will either be a set screw or a screw under the cap depending on the style. Once handle is removed there is the bonnet, crescent wrench or channel locks will do the trick. With bonnet off you should be able to remove the white cap and steel ball revealing the spring and boot. That's what you replace. Reverse the order to put back together. And there you have it.

You need to replace the washer on the stem. It's a Delta so it's possible that you have the type where the washer is actually in the very bottom of the manifold instead of on the stem.
Yes, It can be fixed but it isn't a washer. There is a replacement stem for the faucet . They are readily available at most big box stores and possibly the local hardware store. Bring your faucet model number with you.
