The last row of icons which is the bottom row with Phone iPod etc?
It sounds as though your digitizer is bad, the iphone digitizer is delicate and seems often goes bad.
does your unlock screen work?
the bottom off the screen handles the unlock and bottom icons.
if your unlock switch works then you may just have a software problem going on.
reboot your phone by pressing and holding the power and home buttons until the apple appears.
when it reboots see if it works properly, if not you may have a bad digitizer.
is your iphone a 2G or a 3G?

hey mate.. what you need is,
Turn on your itunes, and when the iphone is off, press the round button (home button) for 15seconds and without releasing the button, plug it in your computer with itunes running.
Once you see the startup of the iphone, release the home button.
Then after that click shift on the computer to restore to the previous version.

You must have zoomed-in the screen accidentally. It's easy to zoom-out, just double-tap anywhere on the screen using 3 of your fingers (simultaneously) and everything will go back to normal.
And in case you want to zoom-in again, just do the same thing.

Download the latest iTunes to your computer and reset the iPhone. Then re-sync it.
Reset
To reset iPhone, press and hold the Sleep/Wake button and the Home button at the same time for at least 10 seconds. During this time, a red "power off" slider may appear and the screen may go black, but do not release Sleep/Wake and Home buttons until the Apple logo appears.
If iPhone won't turn on, or the display freezes or doesn't respond

Try This:
1. Remove Sim Card
2. Hold in 'Home' button and 'On/Off' button together until Apple logo appears
3. Replace Sim Card
4. Hold in 'Home' button and 'On/Off' button together until normal phone screen appears.
Also, Try this:
1.) Shut down the iPhone 3G.
2.) Start up iTunes
3.) Hold down HOME button on the iPhone 3G
4.) While keeping the HOME button depressed, plug in the Sync cable
5.) A message will pop up to ask if you want to reset.
6.) Just click YES and the reset process should start.
