Dell? 1703 FPT. Where can I obtain a manual?

Hey there! Sorry about that.
Seems you've got a problem that you can't fix yourself, and I could help however, I need to self diagnose the monitor. But since I'm not there in person, you'll have to contact the service centre and have them fix it up.
Monitors can damage your eyes if its not in the right version of hertz. Please try fixing it ASAP

the only thing you can do, is to get a qualified service technician if you are not an electronic expert. because the problem is in your power supply and inverter board. due to heat pressure inside can damage components specially capacitors.

FPV ( flat panel with Vesa mounting holes)
FPT ( Flat panel with Tilt adjust )

Hi,
to toggle the screen between your laptop and the dell 19" monitor. Hold down the Fn key on the laptop and tap the F8 key. The screen would move to the external display.

There are three settings that can be done by the Fn + F8 key combination
1. Both the laptop and external monitor works
2. Only the external monitor would work
3. Only the laptop screen works

Appears you have an inverter problem. Do you hear any sparking?

you have snap frame around the screen itself use flat screw driver fine edge, theres about four locations that snap into slots work them away and remove frame, then remove screws on back will seperate ,you will have to remove monitor button panel board to, once inside, four screws around screen itself once in side,this will lead you to power connection inside main screen frame, the board and the connections
