The water dispenser tube has a low wattage element to prevent the water from freezing in the tube. its normal. Check to see if the evaporator fan is running. Open the freezer door and when the fridge is running, press the switch on the side wall. The freezer light should go out and then you should hear the fan running at the back of the freezer compartment. Common symptoms of a failed fan is ice growing down the back of the freezer compartment , poor refrigeration in the food compartment and partial or poor freezing of food in the freezer. There is a small duct between the freezer and refrigerator side if this is blocked the frig side won't cool.
Look for the return vent near the bottom probably behind the crisper. You'll have to remove it to see the vent. There may be an adjustable flap in to to adjust the meat keeper area. Make sure it's open.
the frig is cold by the air for the freezer so if it all ice insinde no air can pass to the frig 1 turn off you frig ,, yes it not fun but you will reset the frig ( more that 3 hour )
meanwile , take out the ice of you freezer ,lower you temperature in the freezer and restart

nothing to do with light bulb - noise is probably fan hitting ice that has built up. to check, remove back panel inside freezer and check for ice build up. melt off with a hairdryer and get back to me if i'm right
