Remote control intermittent. remote power on button slow and tedious. volume works ok, but channel up and down does not work at all. to change channels mus use numberics. play, stop, ff rev works okay. the set is over 10 y.o but picture and sound is very good. buttons on the set all work fine. A new universal remote (RCA model RCR 3273) did not work at all

sounds like you have an intermittent defective main board. ebay rca model for replacement board.

Check the remote control for its infrared emission. Check it with fresh batteries. If it is found OK, check and replace the infrared sensor inside the TV. It will be best for you to buy its original remote control. Universal remotes may also work with it, but some functions may not work properly. You can buy it from the Authorised Service Center for Toshiba at your town. Just give them the exact model number of you TV set [which can be noted at its back side]. They will give you the exact original one.

RCA RCR 311B model universal remote have setup codes for Toshiba. You may also try this remote. The codes are:
1047, 1071, 1103, 1105, 1108, 1159, 1163, 1178, 1188, 1190, 1191, 1196, 1211
I strongly advice you to buy its original one. OK.

technically we call it debouncing it causes due to the faulty microprocessor in remote also it can happen due to faulty carbon contacts of remote below buttons.the solution to this is to replace remote but before that do one thing 70% THIS WORKS open ur remote then take a dry cloth & clean the surface below buttons if u r lucky then remote will be OK

if the tv width is ok try entering to service menu (do not use remote control) as follow:
1) turn the set on.
2) press the menu button and hold it down while pressing the power button.
3) while holding down the menu button release the power button and press
the volume + button.
4) The screen will display a one line menu, on the left the parameter P00,
and on the right the value of the parameter V00
5) release buttons.
6) using the volume + button change the right parameter until 76
7) using the channel down button change the left parameter until 06 (vertical size)
8) whith the volume + or volume - adjust the screen size.
9) when your tv is OK back to parameter 00 using the channel up button.
10) press menu button.
and trouble solved.

Try to replace the remote control with a new one. If it doesn't work, then there is something wrong with your TV.

Here you go. This will work with most all universal remote controls. If you don't have the code do the following:
Automatic Programming
With automatic programming, the remote control tests all the codes available on the Code List and assigns the correct code for the selected device. Although this method can be more time-consuming, it eliminates the need to look up codes and enter them manually.

1. Turn off the device with which you want to use the remote control.

2. Press and hold the corresponding button on the remote control
(TV, VCR, SAT, DVD, CAB or AUD) until POWER INDICATOR illuminates. It should take a couple of seconds for the light to remain solid. The remote control is in programming mode.

3. Press and release power button. The POWER INDICATOR flashes once and stays on indicating the unit is in Power Scan mode.

4. Press CHANNEL up or CHANNEL down repeatedly until the device turns on.

5. When the device turns on, press OK to store the code.

Note:
• To exit without storing the code, press BACK.
• T he unit will search for the next code or the previous code if you press
CHANNEL up or CHANNEL down after the device turns on. (go slow you need to press OK when the TV turns on) if you mess up turn TV off and start over.
6. Press any other button. If the device responds, the remote control has been programmed. If the device does not respond, repeat steps 2-5.

If you can change channels with remote then TV is OK because it has only one infra red receiver (remote receiver) to catch remote signals.
So TV remote seems bad as it works on channel buttons only.
Here is an easy test for remote, watch remote front through any digital camera or even cellular phone camera will work and press channel button on remote, you will see blinking LED at front of remote while watching it through camera. Now press other buttons of remote and I'm sure that LED wont blink.

Is the front funtion button works in the TV the it could be a bad remote controller(the button switch inside) :)

the channel down button is stuck on, you need to replace this switch internaly to the set.
