Can i take my sims card out of my other phone and put in this ZTE phone?

Generally TRAC phones don't allow SIM cards other than their own network cards.

Make sure that your sim supports the phone. Restart phone without sim. Repeat. Insert sim when the phone is switched off

putting in a sim card will require a PUK code available only from your service provider
call them on another phone , provide proof that you own the account and they will give it to you
if you do not have an account , it will be required to set one up first

Just put your sim card on another phone set to make it sure whether your SIM card is working properly or not. If yes, then do a factor default after saving your necessary data please.

if it is the same cell service,you can use the sim,if not contact the cell provider and they will get you a new sim card with your old phone number

If your ZTE is unlocked you can use different sim card from different vendors, otherwise you can only use the same service provider.
Verify that the sim is in good condition, using another ZTE, etc.
