I would start by checking the connections on the cluster, water is the worst thing for electrical components, now a flash flood did the water fill in the car? if so then you may what to have computerr checked also, this sounds like the connections may be bad at times.
Since you just bought the car, I thought that you might not be aware of the instrument lighting control. I apologize if you know this: The dial on the dashboard to the left of the instrument panel controls the brightness of the instrument panel lights. Turn the dial to adjust the brightness. To reduce glare at night, the fuel and temperature gauges dim when you turn on the parking lights or headlights. You then adjust their brightness when you adjust the instrument panel brightness. Turn the dial up as far as it will go to return the fuel and temperature gauges to their daytime brightness.
Hope it's that simple.
You probably checked this, but sometimes we forget. The dial on the dashboard to the left of the instrument panel controls the brightness of the instrument panel lights. Turn the dial to adjust the brightness. Also, to reduce glare at night, the fuel and temperature gauges dim when you turn on the parking lights or headlights. You then adjust their brightness when you adjust the instrument panel brightness. Turn the dial up as far as it will go to return the fuel and temperature gauges to their daytime brightness.
I hope helps and it's that simple for you.
You said it was raining? It pays to have a look at the fuse box near the battery and check the fuses and connections for any trace of oxidation. I will suggest to have a chat to your local electrician.
Cheers.
