To charge any battery (also on iPhone) both negative and positive poles of the cable and battery need to connect. Check the inside hole of the lightning plug on your iPad while the device is turned off. Most of the time dust and dirt gets clogged in the small connector. This intrusion will inevitably be filled with dirt. Soo much that cable and battery don't connect to exchange current. Take a toothpick and gently check if any dust/garbage/paper/stuff is in there? The places were take our smartphone and tablet are filled with dust and small dirty particles. Like our shoes these mobile companions we wear every day gather dirt. Unclog the connector and try to charge it.
Battery's only have a limited lifespan, meaning there is only so many times you can charge and drain. If your device is failing to hold any charge, you most probably need to get the battery replaced, or a completely new tablet.
