it is a dirty throttle plate. $280 is an absolute ripoff for a cleaning, it is about 10-15 minutes of work. They are probably quoting replacing the throttle body which about a $150 part.
Got to Autozone and get "CRC Throttle Body Cleaner". Remove aire inlet hose at throttle body with a screwdriver. Spray a *small* bit onto throttle plate, use clean rag or qtips to remove gum/varnish. Spray pivots and also clean around perimeter of the plate. Take it to an independent mechanic if you are unsure of the procedure.

There could be a couple of reasons. Yes a tune up would be nice. But my not fix the problem. If you are not losing acceleration on straight away but on hill, then it could be the torqe converter. Also have your MASS airflow sensor checked and air filter.
Also check your fuel pressure at the fuel rail. Get a fuel gauge and look for a port on the fuel rail for a port that looks like the valve on the tire. Screw it in and crank the car. You will have to call the part store to find out what pressure it is supposed to be. If there is low or eratic pressure the its the filter or pump

Count the shifts. It sounds like you are going into overdrive and staying there. Overdrive is too long legged to pull most hills unless you are really flying.. good luck

buy 2 fuel filters. buy can of SEAFOAM at parts store. use 1 f filter to replace old one(you'll probably see old looking gas, with an odor).Pour SEAFOAM into tank. fill up with PREMIUM gas. after about 100 miles change out fuel filter 1 last time..add SEAFOAM every 3-5000 miles and you should be fine. the ethanol in the gas turns to goop and adds water to your fuel, and puts carbon on your valves and through out your emission and fuel system. The ethanol will be alright as long as you follow these instructions. and the SEAFOAM will keep you from having line freeze up in the cold months ahead, and will give you better gas mileage. good luck.
