Does the ipod still work (eg play music?) if it does then you could have broken the ribbon on the battery? If it powers up but not charge when its plugged in then your looking at a new battery, if not then poss new motherboard..both easy to replace.

If the screen is broken there is nothing you can do, the only solution is to replace the screen but the cost is similar to getting a new one.

this sounds like you have left the ipod in a hot car or in the sun too long, if so there is not a true fix for this problem. You can always take it in for a fix at an apple store.
