a bulb can cause a short, particulary the tail bulb
next
unplug all the indicators, tail light assembly, headlight assembly, gauge assembly, and the switch blocks, and see if the short is still there, then plug them back in one by one, to try and isolate it.
The short is sometimes, an internal problem in the switch block, or can be the wires inside the plastic loom often around the steer head.
The wires are mostly color coded, if any are plugged into a different color, chase them through, may pay to make some notes as you dissconnect.
