I am using LBP 2900b printer, my operating system is windows 10, but i am unable to take print offline. What is the solution?

the easiest way is to right click printer and select "Use Printer Online
If still not work. Update your printer driver.

The 2900 driver should work for the 2900E. The problem may be that there is a:

Canon SENSYS i-LBP-2900, and

Canon Laser Shot LBP-2900

Which printer do you have? Which driver did you download?

open the printers properties.
open printing preferences.
go to quality
go to details
click on save toner mode
apply
close

now your printer prints in 300 x 300 mode

When you hit print, a pop up will come on screen. Select printing preferences and select what you want.
