Hi Jhun,
As a general rule as soon as you switch on the TV, the power supply must produce stand by (sb) 5V or 3.5V as per the TV's design. Next, when you give power on command, the power supply should produce power on 5V or 3.5V, 12V and 24V or some other voltages as per the TV's design. All this is printed on the power supply pcb in most TV sets. I hope this helps.

You can't do that because it's not a split supply. There's just a single output referenced to ground, so all you can get is one voltage at whatever you select from 0 to 36 volts.

Is this with or without a load?
There is always some ripple on the DC output of a switching mode power supply, and the less the load, the greater the ripple.
Measure the power supply under full load, that's the real test!

check the power supply output there should be 5 volts on the output this turns on the main board if there is no 5 volts then the power supply is at fault also look for open capacitors on the power supply this can also be a major problem causing the tv to not power up

How do I check my bestec atx-250-12e power supply with volt meter

It's hard to do with a volt meter. What you would be better off doing is either ordering a cheap power supply tester online, and test yourself with that, or take out the power supply and take it to your local pc repair shop and ask them to check it for you. There are 12V outputs, 5V outputs and 3.5V outputs, and any of them could be bad, so that is why I say using a voltmeter is harder than using an actual power supply tester.

Lambda ews600-18 voltage goes down.

there is a short circuit protection and overoad protection to smps so o/p capacitor may short or secondary diode may short .so check voltage at primary when switched off after 33seconds whether switching process is going or not for that check dc volt at i/p capacitor then check volt at collector of transistor if metr shows 1digit then switching is going if not then meter shows full dc volt check component near about that
