The block heater has a electrical cord with 3 plugs that goes into a electrical wall socket, look for the cord, the block heater plug is usually somewhere on the back of the engine on the sunfire / cavalier models, 95 and up, the owners manual should be helpful to you, also the repair manual is helpful as well.
That vehicle never came with a turbo as an option. Therefore adding a turbo would be custom work. You may find someone online who has documented their modification process. If you purchase an aftermarket turbo system it will come with a manual. Short of that such a document does not exist.
STAY AWAY FROM THIS CAR!!!! If there is a high piched whistle from under the bonnet and it is a turbo the said turbo is about to let loose. As for the other work niggley electrics are not un common on the passat all the other work seems wear and tear but these cars are not killed off easily it sound like it's a lemon Please dont buy it unless you are married to the owner of a bank.
HI need to no if your car has a turbo gauge if not then the cr is a LPT light presure turbo expain why u have not got a lot of power
if you have got a turbo guage then u can do more too to car to improve it
the valve your looking for is a APC valve that controls the turbo boost
i would recommend a ECU upgrade to avoid engine problems that will cost you more in the long run
