This is a MS problem related to loading of nvidia drivers. MS do not have a solution but if you start in safe mode and remove all nvidia drivers and all references to them and a all folders containing them and then restart again in safe mode and download it all again, then restart in normal mode so windows can find the new drivers this has worked for a number of people.
