The question then becomes 'What's stopping the cord from retracting?'
Friction somewhere along the travel of the cord or the winding mechanism is causing this. Find the rubbing point and correct the alignment. Be sure the spring is correctly wound first before re - assembly. There must be spring tension on the winder mechanism to function correctly.
Other than that, check to see if the cord is tangling on itself and preventing the rewind from working.

How do u fix a loose starter cord people?

Hi Rick:
Most starter cords rely on a recoil spring to make them retract.
Sometimes when the cord is replaced it is longer than the original so just needs to be shortened. Pull the cord all the way out and if you have way more than you use for a pull start, then shortening it is a fast fix.
To do that, pull out the cord a couple of feet. flip a slip knot in it to keep it from retracting, then take the start handle apart and shorten the cord about 6 inches. Should work fine.
If the cord is talready too short to make it shorter, you'll need to put another wind on the spring.
Reply as a COMMENT to this post af you need coaching through that.
Hint. Don't dismantle the spring assembly so it can get out. They are related to rattlesnakes.
Cheers.

Pull cord binding when mounted on engine but not when removed from engine

When you assemble the Recoil Starter, push it down onto the blower easily and then pull the cord slowly. It should drop into position as you slowly pull the cord.

Poulan Pro PP5020AV pull cord won't retract

You need to wind the spring back in a coil at a time, it is not easy if you have never done one, order a new spring, this will come pre wound in a cassette and is an easy fit.

I pulled the starter cord to far now it will not retract on a 49cc quad bike-what do i do now?

Depending on what happened, it may be possible to remove the recoil assembly carefully. Reassemble whatever came apart and rewind the cord. When this happened to me, I had to get a new assembly.

Trying to replace pull cord for kee tm22 push mower. new cord will not retract. replaced with new cord and now cord will not retract when pulled. spring came out while removing old cord but replaced in...

Take off the whole assembly, find and replace the spring, manuually wind up the reel until it is loaded with tension in the direction that will retract the cord. THEN put new cord in through the feedhole then the assembly, then tie a small figure eight knot at the very end of the pull cord, pull it tight so it stays in its recess and then let the cord retract by releasing the tension. - you now have a fully charged retractor assembly. put it on tightly with the three 10mm bolts, reattach the plastic cover and git mowin.

The Pull cord was jamming. I took it apart and

the rope and spring both have thier respective place in the housing for thier mountings they can be rewound by hand and reassembled with success, hint oppisite end of spring has a anchor point on the housing while one end is secured by a cup like screw mounting,to create the retracting force for retrival of the pull start rope its tricky if haven't done it before but you learn by trying Good luck Steve
