Change some of the settings using the menu feature on the controls panel. see if you have any adjustments that can be adjusted using those controls. unplug the device for 5 minutes and replug. That resets the factory defaults..

Check all the paper movement from the tray, left or right cover, front cover, if so then remove jammed paper. Otherwise the paper sensor spring guide missing or fell off from its original position. Check carefully where the sensor locate. paper sensors detect all the paper movement in the machine during copying or printing, so locate the place in the machine which the paper usually jammed, see the screen of the machine, it will locate the place where the paper jammed mostly. Sensor not return to it original position that is why ( remove paper jam keeps blinking)
Actually you are facing E3 error, E3 error is mostly because of paper jam. their may be small bit paper jam in side There are some "micro-sensors" that detect a paper
jam. There will be tiny piece of paper, or a lump of dust, inside those
sensors, thus "tripping" the sensor and saying you paper jam.
To solve it Open printer cover and check to make sure no paper or foreign objects obstructing the printer feeder If you become sure that now really there is no paper, dust or foreign objects then Turn the printer off, and disconnect the AC power-cable. Open the printer cover & now give the printer a "blow-job" by compressed air. If still problem exist then best & final option is to just contact to any Canon service provider.

why print velvet paper? the problem is the velvet would be too thick and it would jam the print heads because when they run over the paper it would pull the velvet and it would get jammed i don`t think you should print velvet
most copiers that have lcd screens, should you show you where the paper is. sometimes it may take getting down to look under a couple of guide plates. or just roll some of the rollers to get the paper to come out. all it takes a minute piece of paper to be sitting on a sensor for it to throw the paper jam message.
SOMETIMES THE PRINTER WILL READ THAT IT HAS A JAM IF SOMETHING LIKE THE INK ISNT CLICKED IN TIGHT OR SUCH. IM SURE YOU MIGHT HAVE TRIED UN PLUGGING IT FROM ITS ACTUAL POWER SUPPLY BUT IF YOU HAVENT I WOULD TRY THAT, IT COULD RESET THE WHOLE THING. IF THAT DOESNT WORK I WOULD JUST GET THE PRINTER IN GOOD LIGHT AND OPEN ALL COMPARTMENTS, THERE COULD BE THE SMALLEST PIECE OF PAPER JAMMED SOMEWHERE YOU CANT SEE OR WOULDNT EXPECT THERE TO BE ONE
I assume this is a printer or copy machine and not a PC.
However, sometimes its not easy to locate the paper jam. But, you need to find and clear the jam. Take out the paper tray(s) and look carefully. You may have to remove the toner cartridge or even the drum.
If there is no jam, one of the sensors may be clogged or defective.
