Hi Nona, If this is anything like my dsc300 then you need to bring up the main menu and work your way through it. Also go online to Sony as suggested in the very cursory instructions included with the camera.

Tip: The max point reward for answering a question is 15.
When you activate Red eye reduction mode(eye icon) it will fire 2 flashes and when you keep it only flash (thunder icon) mode then it will fire 1 flash
go to the settings menu, (you can tell because of the shape of the icon), then start exploring options, eventually you will see "english", click ok and there you go. Best regards
Press the Menu button and choose setup(The one that looks like a drawer). The langauge option is the first one in the setup sub menu. Select it, change it to English and press OK. Exit the menu. Thats all.
start your psp and move to the menu all the way to the left. ok now if you go all the way to the top of the menu. click down 4 times starting from the top of that menu and hit x on the image if a wrench and a psp. then the language setting is the second option in that box and chose english in that option
