You arn't clear whether this message appeared with the old toner cartridge or just with the new cartridge. If this message just appeared with the new cartridge and not the old one, take it back and get a replacement cartridge. If the message also appeared with the old cartridge, the printer has a problem with the drum ground connector on the high voltage power supply.

First of all, I wouldn't spend 10 cents on this printer at this point, but is there a toner cartridge installed? It could be empty, and it's probably not going to print very well after all this time anyway. Try giving it a few shakes side to side to loosen any toner that may be inside, if that doesn't get it going, then pick up a new laser printer for $70-$100 (basically the price of a replacement toner cartridge)
