Large power surges (many times greater voltage than normal) usually accompany a utility power outage , this can and most times will take out a devices power converter rendering it useless , have a qualified tech have a look at it , see what he thinks could be failure
always try and prevent sensitive (and expensive) electronic items from being damaged in power surges by using a surge suppressors , some of these include insurance to repair anything that's plugged into them , and always replace surge suppressors every 3-5 years , they do wear out !!
some utility's have insurance that u can purchase(extra) from them to pay for any repairs this might cause in future , ck with them 4 this

Unplug it for about an hour to let it reset itself and try again, if it still has problem then you will have to open it up or take it to the repair shop. The power supply module will have to be looked at first to make sure all the voltages are present. Right now the 5vdc standby power supply is working and may be partially function processor.

This sounds like it might be a main board issue. Depending on the television brand there are different replacements you can get at different prices. I would try unplugging the tv from the wall first then try plugging it back in while holding channel up/volume up on the tv as you are plugging it back into the wall. If this doesn't change anything it is most likely a problem with your main board.
Is it repairable, well, this question can be answered only after opening the back cover and evaluating the damage. From you side, please connect the TV to a different power outlet where other similar devices are working and see. Then try changing the input device to something that sure works. If it does not work even then, this may need attention by a qualified service technician.
