VGA connection does not work. Used a new cable to replace the old one.
Is there something more I have to do other than plug in to VGA and connect to computer. screen says no signal. Computer works fine with another screen monitor.

There are generally 3 ways to plug a monitor into a computer as well as a power plug that plugs into the wall. The 3 connections are as follows:
1) VGA - this is the plug that has blue connectors. It is the most common but is losing popularity. It is likely what your old Samsung used to plug into the computer.
2) DVI - this is the plug with the white connector. It is becoming more popular today as it gives a better quality picture, however most computers without special video cards can't plug this in.
3) HDMI - this is the same connector that is used for high Definition TVs. It is the least common to have this connector on a tower computer.
Chances are your new monitor has both DVI and VGA and it might even have HDMI depending on the model number of your monitor. VGA is likely the type of plug that your computer will accept. Check the back of your new monitor and see if has a blue connector with little holes in it. If it does then check to see if it came with a cable with a blue connector on each end. If it doesn't then you might have to go and buy one.
You only need to plug in one of these types of connections at a time, so just choose one. I hope this helps.
U have a VGA signal cable right there out of ur computer LCD monitor used that.Used a VGA signal cable connected to ur computer and than to ur tv VGA input than find the tv input like in 1,2,3,4 find the computer VGA signal that it.If u have new and a recent computers like a DUO CORE processor 2 or 3 it have a HDMI cable hub design in this computers.Just used a HDMI cable connected between the computer and tv to for work the best in HD.
Used ur computer VGA monitor cable.Connected to the computer video card port and the other side of the VGA cable connected to the LCD tv VGA video port.This will work fine too.
I ahve to assume that your new monitor has a DVI connection that looks like this...
Your Optiplex probably has a VGA connection that look like this...
You'll need a VGA to DVI adapter (available at electronics stores or online everywhere.
Or, to take advantage of the higher quality resolution of your new monitor, you might consider buying and installing a new graphics card with a VGA & DVI adapter so you can plug it in directly and get higher res.
If you cant get into the setup menu then I would think the monitor is defective,you did not state if you hooked up the monitor to a computer that has a vga port that works.
If you are comfortable with opening your case up you need to follow wiring from plug to system board checking proper connection to the board. If not comfortable or connections are ok then a local computer shop is your best bet.

S-Video output: If you have video card(external u will have this), you require an s-video cable and you connect s-video out of your computer to the s-video int of our TV.
TV-OUT: if you have video card(external u wil have this) you you require an coxial cable and you have to connect TV-out of your computer to TV-IN of our TV(it is place where cable connection goes from your cable operator)
DVI-D: if you have video card(external u will have this) you require an DVI-D cable you haveto connect DVI-D out of your computer(a white 15-pin port which looks like VGA port) ....
VGA: it is the port on your computer which is only used to connect to your computer but not to your TV or LCD(strictly)
It might have something to do with wether the VGA cable has all pins connected.
I think some cables don't have all 15-pins wired.
