The problem you have got is the throttle pot is faulty. Get this replaced and it will be fine

Throttle pot problems are common on these,to test the pot put the secooter against a wall and put secure wooden blocks underneath the back transaxle to lift the wheels off the ground,turn on scooter and then operate the throttle 1/4 way with the speed controll set to max speed, with the wheels turning moderatly gently rock the wig wag from side to side whilst keeping it 1/4 speed ,if the wheels rapidly speed up and down while rocking the wig wag lever.then the pot is worn out and needs replacement,slight variation only is permitted,pc

While the throttle pot could be a problem, it could also be a few other things. The speed adjustment dial could also be faulty, for one. Another thing may be the power control module sensing a motor overheating and slowing the scooter down to avoid further damage. If you have had the scooter on terrain that is unstable, like mud, wet grass, etc...and got stuck then, tried to power your way out, you may have damaged the motor or the brushes inside the motor that transfer power from the batteries to the motor itself. Other causes could be from overloading the scooter past its weight capacity, or if you are at the weight capacity and take it up a long hill, this can overheat and damage the motor. There are two, black plastic slotted caps on the motor about the size of a dime that hold the brushes in. You can have someone open these up and inspect the brushes for signs of overheating/damage.

Is this on a hill or on a straight stretch. It is normal for a scooter
to drop off speed on an incline.

I believe i know what the problem is. This is a battery issue. What happens over time, is batteries by being charged over and over, eventually get a memory, and cells eventually slowly go dead. Meaning this: Reason, is it feels like someone is unhooking your battery as it slows down, and the reason it starts speeding up after shutting it down a few minutes, is it regains some strength. Batteries when cells are getting bad, they get hot faster when trying to function at full capacity. When you turn it off, they cool a little, and acid in battery slowly drain down, then when starting it up again, it flows up again, until gets hot and does it again.
Conclution: I believe by replacing the battery, this issue will be solved, if for some reason it still does it, only other step is motor is getting worn, where barring is getting hot, and causing the shut down as a safety fire shut down, to prevent further damage. BUT , i doubt that, I believe battery is the issue.
