if works ok you have problem with display or the cable that connects the display with motherboard. If your model is too old maybe you have problem with inverter.

Your TV is not getting any signal at all to process, or the tuner inside your TV is faulty. Blue back screen comes, when there is no signal to any of its input or faulty tuner. Just connect the tV with any other video source, like VCR or DVD , connected to its AV terminals and set the tV to take input AV, and check whether picutre comes in or not. If picture comes with AV connection, make sure that your tVs tuner is faulty and should be replaced. If no picutre comes with AV connections too, the Chroma Ic insie your TV is faulty, and should be replaced. OK.
