Brother HL-L2340DW toner reset counter had brother HL-2040D and was able to reset toner counter and get more life out of the toner cartridge, how do I do it with the Brother HL-L2340DW toner counter? Does anyone have any idea?

Do you have another toner? Seems like the chip was not reset when they recycled the cartridge. Call your supplier about a replacement if another toner fixes the issue.
By 'Counter' do you mean Toner Counter or Drum Counter?
For Toner Counter - This is done by the gear on the side of the cartridge. The gear when looking at it travels counter clockwise lifting outwards as it passes over a mount in the fill cap. Starter Cartridges do not have the gear in place and this needs to be put in when refilling the cartridge.
For Drum Counter - Have the front of the machine open (As if changing the cartridge) and press the Go button on the machine till the display reads Drum Changed or Drum Accepted.
If it requires you to press the back button then it will have a message "Change Drum" with an up arrow and down arrow for yes and no.
I just got through this problem, The customer had a "refilled cartridge.
The Flag on the left side near the gearset of the Toner cartridge was not
brought back to the proper position, just undo the three srews and reset the flag.

this printer has 6 Drum, check all, and look internal counters is available on the menu they are down counters. If Continues go the Brother Repair Center, for repair.
No you can't, until you replace it....toner cartridges are on an electronic counter that is only reset when a new cartridge is installed......don't you love "brother"?
