I have a 351 but they are common sensors and should be located same places. ATC is on the side or bottom of the air intake filter box. The CTS should be located on the goose-neck where your Thermostat is housed; this is comming off the intake mannafold and into the radiator.

The switch that you use to change tanks is probably faulty - the switch supplies power for the sending unit in the tank, and to the transfer switch for the gas lines - use a meter to check it

The tanks have to be removed in order to change the fuel float sensors.
The hard to start issue could be related to a fuel filter that is full of sediment. The fuel filter could be in the engine compartment before the intake to the engine, but it is more likely an inline filter after the fuel pump on the frame rail. Change the filter and see if that help.

The fuse for the fuel pump is pretty much the toggle switch between tanks, if that goes out, you will not have either tank.. IF you had an accident, there is a kill switch somewhere behind the dash on that truck that disables the fuel pump and must be reset.

There is no selector valve on a 1995 ford f150 300 engine. The selector switch on the dash sends power to the pump in the selected tank. The pump then sends fuel to the engine. If engine won't run on the selected switch, the pump in that tank needs replaced.
