Just ask your neighbour if you can access his network for a small consideration, hacking wifi is illegal, it is theft and you can get a criminal record for doing it.

Can you verify wifi is enabled? What do you mean phone dead? Charge phone first. Then is it android or Iphone? Checking wifi settings is different for both. You should be able to use your SIM card in any phone as long as the phone is not locked to a network. Whether your calling plan allows data is another issue.
I am sorry to hear that your unable to charging your phone, did you try with different battery or charger, if you have tried and the phone still not charging than in this case you need to contact straight talk they will be able to fix the phone for you.
