The best way to do this is to download the video onto a computer. Using video software (there is a lot available on the internet), edit your video and then send it to the DVD burner.

Can I transfer video tapes onto CD's
A lot depends on what type of video tape you use and where do you want to play the DVDs (CDs are for audio recording only). If tape is compact VHS then you can buy a simple DVD Recorder VHS VCR combo player and transfer across easily provided you have the compact VHS cassette module.

For other type of video camera tapes you will have to try other methods like connect camera with tape to a DVD recorder and directly burn the DVDs. You can buy attachments and software for PC but I have found these very cumbersome to work with.

Hopefull your not going through the tv and then to your dvd recorder
transfer should go straight from your camera to the dvd recorder.
you may also want to but a head cleaner for a mini dv camcorder,run it twice and try recoding again.If that doesnt work,you may have a problem with the heads inside of the camera.If thats the case,it would need to go to canon or an authorized service center.

you can use an a/v to rca adapter cord to transfer from dv tape to vcr or dvd recorder. If you dont have the cord , you can get 1 cheap on e-bay, at walmart or radioshack.

When you bought that CAM it should came with the interface cable and software to transfer from your CAM to DVD or your computer if you lost the software you still download from that factory Web
It won.t help you if now you will buy another CAM DVD, your previous mini DV tape still need a computer to burn into the DVD format
