The float in the carb is sitcking open and the carbs should really be rebuilt. The float will open when the fuel in the carb is low and when the carb fills up -the float will raise up shutting off fuel to the carb. You can try turning on the fuel on the tank and take a long blunt object and actually knock on the bottom of the carb and try to release the stuck float. If the carbs are half way decent then this will probably work. If they are "gummed up" then removal and cleaning is necissary. I hope this helps -I've encountered many of these-hope this helps!

I would sujest makeing sure that the bowl on carb is full of gas, if that is fine then i would try the times outidle screw, all way snug then turn if 1 1/2, hopefully checked plug first off may be needed to be changed. hope this helps

The float in carb is stuck open. Remove the float bowl at the bottom of the carb dump out the fuel and trash in the bowl then use spray carb cleaner on the float needle area while gently lifting and releasing the float. Put it back together and try it. If the problem continues, remove the float and shake it. Anything inside the float? A crack in a seam on the float can let fuel/water into the float. This kills the ability of the float to shut off the fuel feed to the carb. Consider installing an in-line fuel filter to prevent future problems.

Replace the spark plug to new one they rarely come good or be reliable once fouled shouldn't need to clean carb but if were mine I would clean it anyway

Have you checked your valve timing as it sounds like you are putting back pressure in to your inlet valves forcing the fuel through the carb and out the overflow
