At this level of charge their is not enough to start the boot process , if it doesn't charge at all their may be a fault with the Battery cell , however i had a similar issue, just leave it for a while, if their is still no indication that its charging or it wont turn on their could also be a problem with the Start Button

1 charger 2.battery 3.charging port There are three ares to look at, There are three different things you can try to determine the real problem of your phone, firstly, try use a similar charger to charge the phone to see if it will hold charge, if it does, it means your charger is bad, get a new charger. secondly, another area you will need to look at is removing the battery on your phone and charging the battery of your phone with a similar phone to see if the phone will charge the battery and hold charge, if it did not, it means the battery of your phone is bad and will need to be replace, lastlt, check, the charging port of your phone might be malfunctioning and not charging your phone, if the two above look good, it means the charging port is the problem, replace the charging port and you will see that your phone will hold charge.
i have the vl 868 and it would only turn on with the charger in- not when it was unplugged. it took me awhile- you have to turn the switch on and then hold play for like 4-5 seconds for it to turn on.
