Knowing which brand the charger makes a difference. If it's a DeWalt , Rigid, Ryobi you can find them at Home Depot. If it's a DeWalt, Porter Cable, Black & Decker, Kobalt, or Bosch you can find it at Lowes. Other brands can be found online. It is specific to the brand of cordless tool it is, batteries are made in different shapes and there are no universal chargers.

Should I remove Nicads from charger after charge

That depends entirely on the charger. Cheap chargers will not shut off power to batteries even when they are fully charged. Nicer chargers will cut power to the batteries when they are charged up.

But the safe answer is yes, remove batteries once they are done charging. (And store batteries with a full charge.)

Should the red light on the battery charger stay on, even when the battery is charged? Or does the continuous red light mean the battery will not charge?

I am not familiar with this model, but most chargers have a flashing light as the battery charges, and a solid light when it is charged. Do you have the manual? It should tell you what the lights mean.

Can i charge a 14v battery using a 18v charger (both are ryobi)

Absolutely not. The risk of damage to the battery is only a minor concern compared to the fire hazard you would be creating.
