Installed a PS 6351-2 power supply 6 months ago from Dell refurbished - NOW this power supply is doing the same thing on startup not getting BLUE light until you press the button a number of times - could there be a problem with the holding circuit - AUTO power OFF ? there seems to be a LOT of questions about the same problem
If your PC is like factory a 300Watt PS will work, but if you got more devices attached maybe a 500 watt will be the option.
Try first:remove the memory modules, hard drive and optical drive connections. Press the Power button and check if the system powers on. If the system power on, then connect one component at the time and check if the system powers on. In this way, the faulty components can be determined.
Then maybe one of this:
Could be unplugged or tripped fuse
Check that your computer is plugged in and that the outlet is working. If the outlet is not working the fuse for it may be tripped, check your fuse box. There will be a small light on the back of the computer next to the power cord indicating that is it receiving power.
Incorrect power supply
Your computer would not be sold to you with the incorrect power supply. However, if components are upgraded or additional components are added, the computer may require more power. The only way to increase the power is to replace your power supply with one that will supply more power. The power supply takes the AC current from the outlet and transforms it to DC current. It then distributes the power through specific cable to the different computers components.
Power button may be broken
The power button may be broken or sticky. If it is broken it will need to be replaced. If it is sticky is probably just needs to be cleaned, this can be done by removing the front cover and cleaning that area.

Hard to tell without actually testing the circuitry, I would place my bets on the button switch being intermittent. See if pressing it harder makes it work the first time.

Start with the headset powered on. Press and hold down
the call control button while also rotating the multi function dial
upward (away from the light) until the indicator light on the headset
starts flashing red then green. When prompted for passkey, enter
0000.
For the Plantronics M1000 (discontinued):
Hit and hold the volume/mute switch in until the indication light starts blinking.
For the Plantronics M1500 & A500 adapter
(discontinued): Turn the headset on and the adapter off. On the headset
push in and hold the mute/volume dial until the indicator light begins
to flash. On the adapter press and hold the blue power button for 10
seconds. The light on the adapter will flash once after 3 seconds-
continue to hold the power button for another-7 seconds until the
light flashes red. If the pairing is successful, the headset will
sound a tone and both the headset and adapter lights will turn off.
For both the Plantronics M1000/M1500 (discontinued):
If you remove the battery cover from the headset and then remove the
battery itself. On the Green PC board itself there will be a letter
followed by 4 numbers. These 4 numbers are your personal PIN code.
