I have a daewo 19 inch lcd tv and when i turn it on it often starts up with no picture, you have to turn it on and of up to 25 times until you get a picture, the sound is fine

If you have no sound and no video the most likely you have fried your motherboard. If you have done that it's only a 19 inch TV honey. You'll be better off replacing the whole TV.
More than the tv power supply board have problems in this tv,don't know yet.But the whinning sound,the power supply board is dead.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish power supply board for the replacement.First must see how it turn out.
The tv have 1 or 2 long boards call the LCD inverter boards.These 1 or 2 long inverter boards are dead.That why the LCD screen not getting a backlight to produced a picture.Replaced those 1 or 2 long LCD inverter boards,will get a baklight back and have picture.Tries websites like Shopjimmy.com,Ebay.com buy those refurbishes 1 or 2 long LCD inverter boards for the replacement.
It's time to spend $100 to buy a brand-new 19-inch LCD monitor,
or $200 to buy a brand-new 22-inch LCD monitor,
rather than paying a TV/CRT technician $50 to $75 per hour to try to fix the "antique" monitor.
I have a sansui 19" LCD TV+DVD I had to attempt multiple times turning the TV on to get a picture. The sound was fine. This kept happening when I would go to turn on the set the TV kept playing fine with picture & sound but after the 2nd attemts I turned it off & then tried to turn it back on which took multiple attempts, it kept playing for a few minutes then the picture went out but the sound was still there. The set is not yet 2 years old.
