Usually when there is a power failure or surge the PCB printed circuit board can be damaged on old or new refrigerators. It is just one of the problems associated with electronic controlled refrigerators. Your model has a=> DA41-00669A Control Board Unplug and examine to see if there are swollen capacitors or burn marks. You cannot always see damage to the board so if not then return the control board. I'm here if you care to ask questions. Compressor and fans stop? Cooling stops? Samsung refrigerator loud noise

if the fan is still running when you open the door , the I would be leaving that idea as a last resort
try this
get 2 taper door chocks and put one either side at the back of the fridge
push the cabinet sideways and slip one chock in a bit then do the other side
many noises are from the bottom plate that the compressor is mounted on from tapping on the floor and lifting it a bit stops the noise
the same as when you open the door the pressure on that plate is removed and so it stops hitting the floor

Fan malfunction in the freezer samsung rs261mdwp

If your questioning is how to replace it its no easy task. It involves removing everything from the freezer and all the shelving. The back inner panel of the freezer compartment and then removing and replacing the fan. Followed by reassembling everything.

The freezer door wasn't closed properly overnight 2 nights ago and it still didn't cool properly after the whole day yesterday and today. There was a noise which I didn't recognize but now in retrospect...

Is RS261MDWP the correct model number? If you left the freezer door open there is an excess amount of frost covering the evaporators because moisture was drawn inside and has frozen on the evaporator and is too much for a normal defrost to get all of the ice off and drain into the pan below the refrigerator. It may have also frozen over the condensate drain and not allowing the water to drain. You may need to clean the drain hole and defrost the refrigerator manually and insure the evaporators are clear of backed up water. If you don't there is a chance the refrigerator will continue like this until you do. Let me know what the status is so I can help.....Sea Breeze

if the filter is dirty enough to where it stops the flow of water then yes.a replacement of the filter should fix the problem for you
