bad coil it will seem like a fuel issue and the spark will look fine threw the spark plug but with a real spark tester you will see it is a yellow spark instead of blue replace coil and thank me
The solenoid on the bottom is a fuel shut off solenoid to prevent backfiring if shutting down engine with the throttle still open. If you're leaking fuel into the engine, the float is not closing the needle valve in the carb. remove fuel bowl and replace float, and needle valve with seat.Be sure to blow out all fuel passages

it sounds like the governer needs to be set and the carb needs to be cleaned out> I would get a carb rebuild kit and go to briggs online and look up how to set the gov dont run it till you do or you may blow the motor
The easiest thing for you to do is look at another mower that has a single cylinder Briggs at how the linkage is set up. They will all be the same linkage from 12 hp- 20 hp.
