Screen has error message and won't play tape. What is wrong?

When I put tape in to play back - the screen chimes at me and has C:31:23 blinking in the upper right hand corner with a yellow blinking arrow in center of screen. It will not play back. What is wrong? Have just played back two older hi-8 tapes and now it won't work.
