If you have the 3G model of Kindle then you can download books using 3G which is like you would use with a mobile phone.
If you don't have 3G then you will need to connect to a WiFi network in order to download books directly to the Kindle. See the Connecting With WiFi Guide for details of how to do so.
You can also transfer books directly from your PC to your Kindle using a USB lead - see the video guide on how to do this.
Resetting your Kindle Fire is actually really easy, just hold down the power button for at least 20 seconds.
SOURCE: My kindle fire does not charge.
First, it is important to make sure your charger is working. It should be the one that came with your tablet, or one capable of supplying about 2 Amps of current at 5 volts. All USB chargers will provide the correct voltage, but the current may be different. Look on the plug side of the charger to see what the current supply is. Using this charger, plug it into another device with the same connector (cell phone, friends tablet, etc.) to see if it will charge that device.
If the charger is working, then you may want to try a different charger on your tablet as a test. If the device will not charge, then you might want to try a reset, following the steps provided here: http://www.lovemyfire.com/kindle-fire-reset.html
Good luck,
