I have a Sanyo 39" LED TV model #FVE3923 being used in the USA. We are moving to Germany and need to know if it has a built in NTSC-PAL Video Switch or will a switching converter be needed

If the set have been aimed to work in US only, there will be no set-up switch or any such. If the set is a multi system one (you can get this detail by its user manual_specifications), it can be used with PAL too.

    I spoke with the Manufacturer (Sanyo) and was told it will work without having a NTSC-PAL Converter. And can be used by the outputs of the cable companies converter box. Let's hope it works.. Thanks

While a modern PAL TV can display NTSC sources (namely DVD players and PAL VHS players that support pseudo-NTSC), an NTSC TV can not display a PAL source, unless it's an expensive multi-standard TV. Sorry pal, bad choice.

i am using a mini multisystem modulator i fixed inside the tv.i used the s-video input of the tv to connect the output of modulator i.e AV -OUT.it works via remote sensor of d mdlt positioned at the IR of the tv.

U in Europe,Asia or Middle East they all use Pal signal frequencies.The US,Canada or Mexico use NTSC signal frequencies.Go to an electronic stores in the country u live they'll give u advice.

The TV you specified here can only be used with NTSC system transmission or video data. If you wish to see PAL system signals by this tV, you've to buy PAL to NTSC converter, and should connect it according to connection diagram given along with the converter.

Can I use my Element FLX 2611 B in Germany?

If the set is USA or north America format that is NTSC and in Europe a lot of places are PAL or Secam---means if USA NTSC set you will need a PAL/SECAM to NTSC converter--converts one signal type to another.

Only other possible issue is voltage---must be 110-120 volts AC and not 220 volts.

I have an old Sanyo 28" CRT widescreen TV. It works fine in PAL-50hz but when in PAL-60hz the colour constantly changes from colour to black & white and back again every few seconds.

I think the message is in your message - "old Sanyo CRT" (or old anything CRT, no discrimination towards Sanyo intended)
It's not LCD screen snobbery on my part either. I've a Panasonic 28" CRT I got new for £49 in a clearance only two years ago. OK it was a 2007 model but unused.
That will see me along nicely to avoid an LCD TV, I'll go for projection or LED screen when the Pana. dies.
However, this aint' getting us further along with yours.
Why do you need it to be in 60hz mode?
Is this something to do with viewing a USA NTSC system linked device?

It looks like you've run into a problem with the way TV signals are formatted around the world.
Unfortunately there isn't just one standard, but three!
Even worse, the standard used in the US is not the same as the one used in Germany and they're not compatible.
However all is not lost as NTSC-to-PAL and PAL-to-NTSC converters do exist. You're probably best advised to visit your local electronics retailer (Best Buy or equivalent) and ask them to help you find something that's most appropriate for your audio-visual (AV) set-up.
Failing that, type "NTSC PAL Converter" into Google Shopper and see what it suggests.

Just moved from America to Germany, our LG 42PC3D is dual voltage, so it works here in Germany... but, when hooking up the satellite receiver, it only plays in black and white, when hooking up DVD player,...

You are quite correct. Germany is PAL and USA is NTSC a totally different colour processing is carried out with Pal.
It is always a shame when one goes to the expense of bringing an item that is much treasured to another country.
No good news I am sorry to say as I am not aware of a convertor at the moment however, you may find that a device called a Copy Mate will do it. It strips the video from the source and re builds it in a format of your choice. Have a look at http://www.copymate.eu/

The systems are different. USA is NTSC at 60Hz Germany is PAL on 50Hz
You need a DVD player that will produce simple PAL from an NTSC Disc. Grundig used to produce them as did Thomson.
Have a look on line, that may be your best and cheapest option.

There are currently 3 main television standards used throughout the world:

NTSC - National Television Standards Committee. The oldest existing standard, developed in the USA. First used in 1954. Consists of 525 horizontal lines of display and 60 vertical lines. Sometimes irreverently referred to as "Never Twice the Same Color." Only one type exists, known as NTSC M.

TV SANYO MODEL DS 25390

It would be a waste to take this TV to Brazil, as this is not a Multi system TV, and will not recieve PAL M broadcasts.
