I checked on the schematic, there is a self diagnostic mode for the tv accessed with the remote control. If the TV does not turn on I would highly recommend finding a local reputable service facility as this might be completely a fault inside the TV. https://www.encompassparts.com/shop/model_research_docs/?file=/SON/sm/KDL46V4100.pdf

If your set was manufactured around July 2005, you may need a firmware upgrade to solve this issue. On the Sony website you can enter your model # and serial # to see if you TV is affected. If so, it is easy to have done and may be free from Sony. It sounds like the issue they described in the writeup on the required formware update. I had mine done within few months of when i bought it (purchased in Dec 2005) and it has been working flawlessly since.

there is a bad ground may on the cable check the voltage on the cable & set if on cable call the cable company. if tv call sony they may help with cost may be still under warranty

To wayne: The balancer board is in fact available by itself. You can get it at many different parts depots here on the web. I just suffered from a similar problem, on the same tv and it solved my problem perfectly (Stupid 13 blink, blink code...)

The searchable part number is SSB400WA20. Its referred to as a voltage inverter (for the backlight of the lcd panel.)

Most likely this is caused by a defective main board. Changing the main board will fix the issue about 95% of the time.

To be absolutely sure, the voltages need to be checked on the power supply. If they are not the values listed in the service manual, then you should replace the power supply instead (accounts for the other 5% of the time).

it sounds like your back light might be going out. You might be able to fix this by installing a new backlight inverter board.

My Sony Bravia KDL 32S2030 is showing a flashing led standby (4 flashes/2 secs/4 flashes. I can unplug the mains cable, leave it for a few minutes and when I pug it back in it will re-set to the green...

I'm not a service tech, but, I do have a copy of the service manual. It says the TV has a self diagnostics and according to the chart, 4 flashes indicates a backlight failure.

I am experiencing exactly the same problem. TV turns on but within 60 seconds the screen goes black and the red standby light blinks six times. Were you able to resolve this problem on your TV?
