'Unfortunately, Google play services has stopped. ' I select OK but then can't it reappears with the same errors. How can I fix this

That is what happens when you have no network connection. Are you sure you are connected. Also are you sure you are logged in to Google?
try to hold the home button down and hit clear all then task manager and hit stop all and reboot

Unfortunately if there are no lights on the charger itself there is no way to tell. If you are just getting a blank screen and no indication that the LEDs behind the screen are lighting up or anything is happening at all, you may have a mechanical hardware failure. This could have been caused from water, a drop or some other hazard like extreme heat.
Your best bet is to find a local PC repair shop that services tablets or contact the manufacture and arrange a service ticket.
