No hot water and can not control the heating just on full power
Your heaters element has burned out and needs to be replaced,,one will go then the other has to work harder and the water gets really hot then the other one blows

It sounds very much to me as if the water heater isn't wired to your house correctly. I think I'd be looking at the connections at the water heater itself if it worked properly before.
Below is a diagram which explains and shows the proper wiring scheme.
