See if you can boot in safe mode with networking (hit F8 several times when starting computer). If it boots to safe mode, go to malwarebytes.com and download MALWAREBYTES spyware remover. Install and run in safe mode. If you cannot boot in safe mode, I take the laptop drive out and install it as a secondary drive in a desktop computer. Make sure the desktop has Malwarebytes and a good anti-virus program already installed. Run Malwarebytes and the anti-virus on the laptop drive. You can also run other diagnostics. Last option is you can reinstall Windows on the laptop.

You should start up your computer from WinPE, a CD residen simplified Windows operating system. It might help you to make some diagnostics. Get it from

It's only 121 Mb; burn ISO to CD and boot it . Probably you should change startup sequence on BIOS to boot from CD-ROM

To enable those icons and more, right click on your desktop and choose Properties. Click on the Desktop tab and hit the Customize Desktop button. Next, under the General tab, check off any of the icons you want to appear on your desktop.
