If the 'online' light is off, that means that you no longer are receiving a digital signal from your cable company. The first thing to try is a hard reset of the modem. Unplug the modem for about 15 seconds and plug it in again. In about 1 minute, the lights should be on again and everything should be working. If not, you will need to contact your cable company to have them fix the problem (normally resetting a device on their end).

Best to call up the cable company and go thru the phone prompts...you may just find that they're having trouble in your area...
They can also send a reset signal to your modem too.
Give em a call..

No connectivity; constant blinking LED lights "Receive" and "Send"

Or you didn't pay your subscription on time and the ISP disabled your cable modem to send user traffic over the cable network. When both Send and Receive lights are blinking that is a visual aid that the modem is working fine, but the ISP disabled its access to the network (unpaid bill, legal issues, etc.)

Only 3 Lights Come on, Not online though.

That online light goes solid when your ISP completes the registration process of your modem. If this process fails, there are only 2 possible reasons. The first is your modem MAC address is not on your account with your ISP, which cannot be your case because it works on a different outlet. The second reason would be what is called ingress on the outlet. Ingress is caused by a bad outlet or more frequently a bad connector. Make sure inside your connector is clean and free of metal shavings. The problem you are describing is actually rare because usually if your having cable issues that cause a registration problem, you don't usually get a send light.

By the way, just because your tv works on that outlet doesn't mean your modem will. Your modem runs off RF frequencies that your TV doesn't come close to.

Your modem is not synching. It could be a number of possibilities, and you're going to have to do some troubleshooting to narrow it down.
  • Verify that your AC, Cat 5, & ethernet cables are connected securly
  • Verify that your modem is not in "standby" mode
  • Power cycle your modem
  • Try a different cable outlet
  • Call your ISP to make sure your modem is provisioned and your service is set up for cable internet.
