I used to have this exact model. More than likely, your battery has become "unrechargable". I used to buy replacement handset batteries from ebay every 6 or 7 months. After 3 years, I finally got rid of the phone and purchased a nice Panasonic (just cheaper these days!)
The replacement batteries usually sell for $3 or $4 on ebay. Here's a link of one that's one now: http://cgi.ebay.com/Battery-V-TECH-IP8300-DECT-6-0-89-1326-Cordless-Pho-/330486596555?pt=LH_DefaultDomain_0&hash=item4cf28943cb
"Do we somehow have to tell the system that we want it to connect to this phone?"
No.. The phone will automatically initialize when plugged into a digital station port on the Norstar system. Are you trying to plug in the phone were a known good phone works? If you are it sounds like the phone may be bad.
Line could be dead from local provider (Verizon,etc.).Could be a bad port on the phone system. Maybe a bad connection into phone system. What Intertel system do you have?
Look for power on the InterTel system, any kind of lights on the system is an indication you at least have power to the system. If you are plugged into a power strip and have no lights, remove the power cord from the strip and plug it directly into an AC outlet. Be sure to turn off the system before plugging it into a wall outlet, and then turn the system back on. Good Luck
When all else fails "reboot". Try taking the battery out for about 20 seconds. Put it back then see what happens. It worked for my problem with the phone ceasing to ring.
