1-The unit that the toner goes in is probably not filling up with the toner or the unit has a problem. open copier take out drum unit and look at the unit where the toner goes into, there is a black roller with toner on it, is there a spot that seems to be missing toner? If yes it will require a tech too complicated to do for a non- tech.
2- If not, look at the black roller on the bottom of the drum unit is there toner there? clean and try.

Wow that is a very strange issue, I don't know how the toner port could have rotated on it's own... Have you tried multiple toner cartridges in there and they all "leak"? It is fixable regardless, but it could be just a problem with that single toner...
