Are you using the scan to e-mail option on the copier? If yes, then maybe the fragmented document option is activated. This causes the copiers to seperate each page into an individual document.
If it's only one user, then it might be the way his e-mail adresse was put into the address book. Check that entry.

Open your Adobe Acrobat (e.g., 9.0 Pro), load your pages into the document feeder (fewer than 30 at a time), then ask Adobe Acrobat to create PDF from scanner (File/Create PDF/From Scanner). Canon MP530 as the scanner and click OK. Works like a charm!
One of two things I can suggest:
1. make sure you are not scanning in JPEG or TIFF format as these are typically single page documents only. PDF is your best option for scanning.
2. Check settings, as some scanning software has an option that you can turn on or off depending on whether you want a single file with all pages or multiple files each containing a page.

You can scan multiple pages of a document on the document table and save them as one PDF file on your computer. Epson Scan displays an editing page so you can view the pages as you scan them and reorder, rotate, or delete them as necessary.
Select PDF as the file type setting.
