Two things: If you recently replaced an old toilet and had to shut off the water supply at the base of the toilet, it is possible that the valve is bad. If it's not a 1/4 turn valve, ex. it's the one you turn more than two or three turns to close, it's possible it worked when you closed it and broke when you reopened it, leaving it only partially open. These are notorious for breaking. Otherwise, I would be incline to replace the supply hose (if you haven't already) and, if it still was not working, replace the fill valve.
Actually sounds like trash in the toliet water valve.....or possible that if teflon tape was used to seal threads has been drapped accross inlet threads and caused blockage......Best way to check this is to take supply line loose from toliet and slowly turn water on while pointing the supply into a bucket or something to catch the water and see if the pressure is ok......Then check valve to see if grit or blockage is in the toliet valve.........Depends on valve design to whether or not you will be able to clean....may have to replace toliet valve with new one......hope this helps
First make sure that tank is filling up to water line inside of tank. Depending on what type of flush valve and water level cotrol you have there are several ways to adjust water level. If you can adjust level to just below overflow tube.
On some of the older models that were just trying to comply with govt. water use standards they had problems getting them to flush completley on one flush. Depending on what method the manufacturer choose to use you can modifiy them to use more water on each flush and make them work better.
On the older toliets they used 3.5-4 gallons of water per flush and now they are not allowed to use more than 1.6 G.P.F. so they had to find various means to accomplish this. I am on my third toilet since this law came into effect and the one we have now uses a 3 inch diameter flush valve instead of the 2 1/4 to 2 1/2 of older models. It does work better but of course I had to buy and install new toilet. i'm sorry if this is not much help but a lot of the first generation 1.6 flush toilets just don't work very well. Thanks
1-check water level make sure it doesnt fill over flush valve.2-check handle make sure its not sticking and chain isnt catching on anything when flushed.3-replace flapper i like KORKY flappers. the red ones. like 6$
