Is the engine turning over with the key in the start position? If the engine is not spinning over and you hear a whining noise, the starter is not engaging the flywheel. If the engine is turning over with the starter engaged, the engine has most likely jumped time that creates low or no compression which results in the whining noise.

I have a 1993 Pontiac benneville ssei. It starts runs fine, after it warms up it will pop am stutter at highway speeds when I kick the gas down to pass. I have replaced the fuel pump and it still does...

Work your way through spark plugs, ignition coil, fuel injectors. If all these look fine then it is likely electrical. When you check the spark plugs if they are blackened then this also points towards fuel injectors also.

Take the spark plugs out all of them and then turn the engine like your trying to start it if you see water or antifreeze coming out of any of the plugs you busted a headgasket.

The car turns over but there's no ignition spark.

I'm not sure if your talking about spark from the spark plugs or 12V from the ignition source. If your getting no spark from the plugs check the ignition module/coil.If there's power to it while cranking and no spark coming from it then the coil is your problem which is common on these cars.
