It is not possible to reinitialize a new card without formatting correctly for the particular camera used. Most do it automatically when first installed using a computer and software that is supplied with the camera (some can run Start Up Initialization Routines themselves without a computer) so this indicates an error with Camera Start Up Routines or perhaps a poor connection with the cards to the camera. Since you have tried multiple cards, I suspect the problem is with the camera internal software or connections to the card.
Wet a Q-tip with a drop or two of rubbing alcohol and clean the contacts of both the card (gold strips on the edge) and in the camera if possible. Don't force anything though. It's delicate.
Reinstall the card in the card slot correctly and close the case.
If a disc or DVD came with the camera, use it to help set up. So, if you have the disc, a program will take care of everything for you if the camera is working properly and has sufficient power to the card.
Use new camera batteries as set-up takes more power than anything else.
If still not working, go to the Camera Manufacturers Website and check for a "Frequently Asked Questions" section where any problems are discussed for your camera.
