Panasonic TC-42px14, 12 blinking LED

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

you may find you have the screen resolution set to high, try changing to 1024x768 and try again. if this works it means your monitor ain't up to the job of your better machines.

Poor picture

Dynamic mode will give you a brighter picture. The energy saving mode runs the lamp at a more efficient level that saves energy at the cost of a slightly darker picture. Based upon your description, I'd guess that the lamp is nearing the end of its useful life. Plan on changing the lamp soon. When you do so, place the set back to standard mode and energy saving.
